Time: about 10 years ago, before the local government elections. ETV has the Tallinn mayoral candidates in the studio, including a veteran politician who is now in many ways in the grave with one foot [pun intended]. If someone raises a question about the nonsense that is happening in Tallinn, they immediately start whining in a nasal voice "but look at what you yourself are doing....".
