I think Ohmu's suggestion is quite good: to have tournaments with different rating levels. For example, in the case of chess, 3 freerolls at the same time: tournaments with a rating range of < 1500, 1500 - 1800 and > 1800. Then the fear of permanent winners will not be so great.

What kind of strong player would try to keep his rating low just to earn a few dozen credits a month? That would mean that he would have to consistently lose on purpose, then win strongly in a tournament, then lose on purpose again to lower his rating, etc. Doesn't sound like a very reasonable option to save a few euros a month...
Another option is to have two accounts - one to play chess, the other to be a VIP and participate in freerolls.

I would make sure that this VIP tournament remains the same as it has always been and only doubles are added to it. There is a chance for everyone to earn credits in the evening, not just for the mind giants. Because after all, half of the people who come here and have VIPs are more into pastime games. No matter how serious a mind sports portal is, without cards it would be pretty lame. And most importantly, you wouldn't gain any more VIPs with it. If I don't know entropy, it doesn't really make sense. A freeroll could just as well be held in the stack - 4d area
