It's a good idea for the leader to hold a tournament with a handicap system (like the legendary Pühajärve rapid tournament), where the weaker players have more time to think. The question is how to react to the change in ratings. The ratings will not change as a result of the Pühajärve tournament. Besides, the skills of the grey players participating in these tournaments are not that bad, the difference in level is not that huge, sometimes a grey player can even beat a black player. In terms of ratings, it would be a bit unfair that black players don't have any points to win anyway, and even less time. So that ratings shouldn't be taken into account in such a tournament? Food for thought. But an interesting idea anyway!

No, there are many sites that hold tournaments all the time - the user base is too small to compete with them and hold tournaments every half hour or so.

Actually, Meikop is right that one chess tournament is enough. These guys are passing in the chess room and don't want to play in a tournament. There's no need to have tournaments for them.
