Multiplying by the coefficient doesn't work, because the share of luck is clearly too high during one game, and with a higher rating, Kolin would start losing points. Completely eliminating the rating range would also be nonsense, because then the top end would start getting its own points again. The current situation is normal in some part of the table, but for example, I currently only have four potential opponents with whom I could play. A small increase in the rating range would perhaps be the right move at the moment. Or if you, Meikop, had the idea that each player could-should have at least 20 possible playmates, then wouldn't it be possible to somehow link this to the ranking. For example, 20th place could play with places 10-30 and at the same time the plus-minus 400 would still apply, so that one of these ranges should fit...

I still don't understand how the top end gets points from the bottom.
