How can such a tournament be created?

On the tournament entry form, there is a "entry fee" option. You just need to select the appropriate amount there. You don't need to do anything else.

I also added the ability to create tournaments with 1 and 2 credit buy-ins.

A few more nuances: 1) The entry fee is deducted only at the beginning of the tournament (not when registering). So no one loses credit if they miss the tournament. 2) Tournaments with entry fees do not count towards the limits set for non-VIPs. This means that non-VIPs can participate in tournaments with entry fees as much as they want.
