In the tournament held on January 21, 2011 at 2:30 PM, the time of two participants was the same to the nearest second. They placed 3rd and 4th respectively. What is taken into account in this case, tenths of a second or which competitor was ahead in the table before the last round? If it is the latter option, then it would be more logical that the higher place would be taken by the one who solved a very difficult sudoku faster.

These times are probably read to the nearest hundredth or even millisecond, meaning that even if the displayed second precision shows equal times, they are actually different. The first proposed option applies.

Yep - the server measures time in milliseconds. First option.
