Done! Users can be added to the blacklist by right-clicking on the username: In the menu that opens, there are two options - either add the user to the blacklist or remove them from it. I made a compromise regarding the restrictions, so a user on the blacklist cannot sit at the table but can participate in the tournament. Any feedback is welcome!

The 2nd list should also still show who you have added yourself, such things have been around for almost 15 years, on some sites. It's a joke, but if someone manages to make you 50 game suggestions in a minute, when you accidentally left a mark somewhere else in the room, it's really annoying, I'll block such a user.
