There is a rule that the picture being given away is also shown to the opposing pair.
I don't know about tournaments, but in regular games I guess you didn't have to show the square knight and the club knight.
I corrected the wording a bit - it was still intended to be during your bidding round. If you have already passed and your partner then gives a picture, you should be able to bid again.
This is not correct at all, because when in 0-pos. your partner can hear/see the possible bids of two opponents and only then you give a picture, especially bad when "your" one has no chance. Example in 2 variants: 1) West-5, N-pass (your partner), E-7 (shows that he values himself higher than his partner); you then give a picture, partner also gets a 7 trump, but you can't overbid. 2) if the old variant (you gave a picture right away), then your partner (Nord) could have offered 7 himself. A completely different game. You have to be able to give a picture right away, maybe make a 5-second giving time as a defense so that no one can make a square before giving; if you don't give during that time and manage to make a square, then it stays that way, but if you don't, you can still give before the end of the bid.
This solution has not been fixed for some reason to this day. A simple solution - all the moves are made in sequence. That is, the hand next to the dealer makes its bid (or a trump card), then the next, etc. It should not be like it is today, where the picture has to be given quickly. Of course, the recipient of the picture must also have the opportunity to bid again.
